According to the Gangmasters Licensing Authority (GLA), the number of foreign workers being exploited is higher than expected.
The GLA has revealed a higher than thought level of exploitation of migrant staff by employment agents, reports the BBC.
Indeed, the organisation has found that, in addition to low pay, a number of workers are being subjected to substandard conditions.
"All workers have a right to work in places where risks to their health and safety are properly controlled. The primary responsibility for this is down to the employer," said the Health and Safety Executive.
"[And] both workers and employers have a legal responsibility to look after health and safety at work together."
It was also noted by the organisation that, to date, a total of 25 employment agents' licences have already been rescinded.
